                          Backflow & Cross Connection                                                

As the property owner of a facility, a cross connection control program is important. The water purveyor is responsible for supplying it's customers with a safe and wholesome water supply. What most property owners are unaware of is that the liability to protect the water supply also extends to them.

 With the growing number of assembly installations, the need for a comprehensive program in your facility or municipality is crucial in maintaining these devices in order to preserve the integrity of the water supply. The need for yearly recertification is mandated by the "Uniform Construction Code Act" N.J.A.C. 5:23-2.23(k) 4. and the National Standard Plumbing Code 2003 Edition section 10.56 b.  In addition, "safe drinking water" is also mandated Federally, and in New Jersey it is regulated by the New Jersey Department of Environmental Protection under the "Safe Drinking Water Act" N.J.A.C. 7:10  which in many cases has more stringent testing criteria.

In order to ensure compliance and safety, owners should first have a survey of their facility prepared by a Certified Backflow Prevention Specialist which will expose any vulnerabilities and hazards present in the water supply system. After a comprehensive inspection and analysis is done to determine the cross connection points in the system, taking the necessary steps to isolate the hazards by the installation of either an air gap or a backflow prevention assembly at appropriate points in the system must be performed by a licensed New Jersey Master Plumber. Upon initial installation, each assembly must be tested and certified. Once the device or devices are certified, a periodic testing schedule must be maintained in order to guarantee the continued effectiveness of such devices.

Mr. Walsh is certified by The American Association of Sanitary Engineering, New England Water Works Association and the New York Department of Health as a backflow prevention specialist. Presently he is in the process of obtaining certification from the Foundation for Cross Connection Control and Hydraulic Research at The University of Southern California Viterby School of Engineering. He also holds a New Jersey Master Plumbers license #7854 and oversees the Cross Connection Control Program for the Township of East Brunswick, New Jersey where he is the appointed Plumbing Subcode Official.
